International Driving Permit

Official guidance says temporary protection beneficiaries can drive on the Ukrainian licence itself and does not ask for an international driving permit. Ukraine is not on Ireland's recognised states list, so Ukrainian visitors who are not under temporary protection need an international driving permit alongside the licence under the general rule.

New resident deadline
Verified July 11, 2026 by Andrei ZakhareuskiYou can keep driving on your Ukrainian licence for as long as you are in Ireland under temporary protection. There is no fixed deadline.
No deadline is published while temporary protection lasts. If you exchanged your Ukrainian licence for an Irish one before the rules changed, you can drive on that Irish licence for 1 year from the date it was issued, or send it to the NDLS with a letter in English to have your Ukrainian licence returned.
License exchange
Verified July 11, 2026 by Andrei ZakhareuskiNo, Ukrainian licences can no longer be exchanged for an Irish licence. Instead, your Ukrainian licence is recognised while you are under temporary protection.
Citizens Information states that you can no longer exchange a Ukrainian licence for an Irish driving licence, because the licence itself is now accepted for driving under temporary protection. People who already exchanged can keep using the Irish licence for 1 year from issue or ask the NDLS to return the Ukrainian licence. Questions can be emailed in English to Ukrainelicence [at] ndls.ie.

Testing requirements
Verified July 11, 2026 by Andrei ZakhareuskiNo tests are needed to keep driving under temporary protection. To get an Irish licence you must pass the theory test, complete driver training and pass the driving test.
Because Ukrainian licences are no longer exchangeable, getting an Irish licence means the full process: the driver theory test, a learner permit with an eyesight report, Essential Driver Training and the driving test. Holders of a full licence from a country without an exchange agreement take 6 Essential Driver Training lessons instead of 12.

Translation requirements

Under temporary protection the Ukrainian licence itself is the key document, and by law you must be insured to drive on Irish roads. If you choose to get an Irish licence through the full process, the learner permit application needs a theory test pass certificate, an eyesight report and proof that you are normally resident in Ireland.
